About DADS

Health and human services in Texas are in the middle of a 2-year transformation that will result in a more streamlined organization that is more responsive to the people of Texas.

In the first phase, client services transferred to Texas Health and Human Services (HHS) on Sept. 1, 2016. In the second phase, regulatory programs and management of the operations for state supported living centers will transfer to HHS by Sept. 1, 2017, and the Texas Department of Aging and Disability Services (DADS) will be abolished.

Functions remaining at DADS until Sept. 1, 2017 are:

  • State Long-term Care Ombudsman
  • Regulatory Services
  • State Supported Living Centers
  • Office of the Independent Ombudsman for SSLCs

Jon Weizenbaum was named DADS commissioner in October 2012. He joined DADS in 2004 as the director for the Center for Policy and Innovation, where he was responsible for overseeing policy development and oversight, quality assurance and improvement. He was the DADS deputy commissioner from May 2006 until being named commissioner.

Before coming to DADS, Weizenbaum was the director for Communications and Governmental Relations for the Texas Commission on Alcohol and Drug Abuse (TCADA).

Since 1985, he has acquired a range of experience in the health and human services arena. Before moving to TCADA in 2002, Weizenbaum was the legislative policy director for the Texas Senate Committee on Health and Human Service, specializing in aging and disability services.

He holds master's degrees from the University of Texas at Austin School of Social Work and the LBJ School of Public Affairs.

Kristi Jordan was named DADS deputy commissioner in June 2015. Jordan previously served as DADS associate commissioner and director of the Center for Consumer and External Affairs.

Before coming to DADS, Jordan served as the Texas Governor's advisor for human services, with the primary responsibility of working with DADS, the Texas Department of Family and Protective Services and the Texas Department of Assistive and Rehabilitative Services. Jordan also worked on Capitol Hill in Washington, D.C., and for an investment bank in New York.

She is a native Texan and a graduate of Texas A&M University.

Lynn W. Blackmore is the DADS associate commissioner for program operations. He has had an extensive career in Texas health and human services, having worked in the system for more than 20 years and holding senior management positions for more than 10. Most recently, he was director chief operating officer.

Beginning his career as an eligibility specialist with the Texas Department of Human Services (DHS) in 1992, he has served in a variety of capacities at DHS, the Texas Health and Human Services Commission (HHSC), and the Texas Department of Assistive and Rehabilitative Services (DARS), including serving for 6 years as the CPI director at DARS.

After his work at DARS, Blackmore served as an HHSC associate commissioner. He also was the director of Medicaid Provider Integrity at the HHSC Office of Inspector General.

Blackmore has a bachelor's degree from the University of Illinois at Urbana-Champaign. He also is a graduate of the Governor's Executive Development Program as well the DHS Building the Bench Program. He is a certified mediator through the Rio-Grande Council of Governments.

Mary Taylor Henderson was named DADS assistant commissioner for Regulatory Services in October 2013. As assistant commissioner, she is responsible for survey operations, enforcement, and professional licensing and credentialing of long-term care facilities and agencies across the state.

Henderson comes to DADS with a long history of public service. For the past 16 years she served as a managing attorney and deputy division chief of the Consumer Protection Division of the Office of the Attorney General of Texas. She has extensive experience working with DADS Regulatory Services and its predecessor, the Texas Department of Human Services, litigating cases on the agency's behalf within three different divisions of the Attorney General's Office.

Henderson also served in the University of Texas System Office of General Counsel and as an assistant attorney general in the General Litigation and Tort Litigation divisions. She began her legal career as a briefing attorney for the 13th Court of Appeals in Corpus Christi, Texas, and spent several years in private litigation practice there.

She holds a bachelor's degree from Stephens College and earned her law degree from Baylor University School of Law. She is board certified in Civil Appellate Law by the Texas Board of Legal Specialization.

Scott Schalchlin was named DADS assistant commissioner for the agency's State Supported Living Centers (SSLC) division in December 2013. He served as interim assistant commissioner from October to December of that year, and as director of operations for the division since 2012.

The state supported living centers provide campus-based services to people with intellectual and developmental disabilities.

His previous positions include director of program management for the managed care operations section of the Medicaid/CHIP division at the Texas Health and Human Services Commission; director of the DADS Community Services section; and director of the DADS State Schools section.

In addition, Schalchlin has clinical experience as an associate psychologist with Waco Center for Youth, Texas Tech University Health Sciences Center, Texas Department of Criminal Justice (where his duties included hostage negotiation), Buckner Children's Services, Rusk State Hospital, and the Lubbock Regional MHMR Center. He began his career in health and human services as a direct care professional, working first at Rusk and later at the Lubbock State School.

Schalchlin has a master's degree in educational psychology from Texas Tech University and a doctorate of jurisprudence from the Texas Tech University School of Law.

Agency Organization

Provides oversight and management of the programs below and will continue to be the executive sponsor for the DADS Transformation Project Management Office.

  • Trust Fund Monitoring – Reviews trust fund accounts and conducts billing and payment reviews in nursing facilities and intermediate care facilities, as well as investigates complaints regarding trust funds in these facilities.
  • Consumer Rights and Services – Provides statewide triage, management, and prioritization of complaint intake for facilities regulated; provides program information regarding Regulatory Services licensure, survey, and certification activities; tracks suspected provider fraud referrals to OIG and Office of Attorney General; investigates and resolves consumer rights complaints affecting persons with intellectual and developmental disabilities in community service programs; and provides consultation on DADS programs, services, and supports.
  • Regulatory Educational Services – Provides training to both internal and external customers.

Provides federal certification for health care facilities participating in the Long Term Services and Supports Medicaid and Medicare programs; state licensure for facilities providing licensed health care services; and licensure of home and community support services agencies that provide home health, personal assistance, and hospice services. Ensures regulated facilities and agencies comply with federal and state rules appropriate to the services they provide, makes determinations regarding minimum standards and requirements for service, and identifies deficient practice areas.

Provides campus-based direct services and supports to people with intellectual and developmental disabilities at 13 locations – Abilene, Austin, Brenham, Corpus Christi, Denton, El Paso, Lubbock, Lufkin, Mexia, Richmond, San Angelo, San Antonio, and the Rio Grande State Center, which is operated by Texas Department of State Health Services and provides services through a contract with DADS. The state supported living centers serve people with intellectual and developmental disabilities who are medically fragile or who have behavioral problems.

Provides oversight and protection for residents of state supported living centers and act as advocates for residents with DADS. The Ombudsman's office is independent of DADS and HHSC.

Advocates for the rights of people who live in nursing facilities and assisted living facilities so they receive optimal quality of care and achieve high quality of life. Ombudsman staff administer the statewide program through the 28 area agencies on aging (AAA) ombudsman programs. Regional ombudsman programs operate with paid professional ombudsmen and recruit, train, and supervise a cadre of approximately 850 certified volunteer ombudsmen.

DADS is committed to achieving excellence in everything we do. Continual improvement is expected in all agency operations, activities and services.§ DADS will develop and implement innovative ideas, measure performance and evaluate results to continually improve.
