Texas Promoting Independence Plan

The Health and Human Services Commission (HHSC) embarked on a Promoting Independence Initiative in January of 2000, in response to the U.S. Supreme Court ruling in Olmstead v. Zimring.

At the direction of the Governor’s Executive Order GWB 99-2, HHSC conducted a comprehensive review of all services and support systems available to people with disabilities in Texas. The review required analysis of the availability, application, and efficacy of existing community-based alternatives for people with disabilities. The focus for the review was to identify affected populations, improve the flow of information about supports in the community, and remove barriers that impeded opportunities for community placement in light of the Supreme Court ruling. To carry out the order, HHSC involved consumers, advocates, providers and relevant agency representatives in the review process.
