Administrator and alternate administrator training
The purpose of this website is:
- to provide new, tenured and prospective HCSSA administrators with information and guidance regarding regulations;
- provide a portal for administrators to find training; and
- to allow administrators to voice concerns when training attended was not according to DADS' standards.
Regulatory Services is committed to assisting HCSSA administrators with the information necessary to meet the regulations. The following information is provided to assist new and tenured administrators.

Below is a listing of no cost training opportunities available to HCSSA providers. Please note the mandated pre-survey training is only available online; specific instructions are below. OASIS training continues to be offered in a classroom setting in various cities. The schedule and locations for OASIS training can be accessed using the link below. In order to cancel from any of the classes, please call 512-438-5138 or send email to Leif.Raley@dads.state.tx.us, so that others who need to attend can register.

This training provides a general overview of state licensure rules, including initial survey requirements (Texas Administrative Code, Title 40, Chapter 97) and Medicare certification (Code of Federal Regulations, Title 42, Chapter 484) requirements for HCSSAs. Note: Home health agencies seeking Medicare certification are strongly encouraged to complete the OASIS Reporting computer based training and attend OASIS training to learn about compliance with the OASIS Conditions of Participation and where to find CMS OASIS references and resources.
You may register online for classroom training provided by DADS OASIS education coordinators. After completing this class, administrators and alternate administrators will receive a certificate for six clock hours of classroom training. The six clock hours will count toward partial fulfillment of the training requirements for the administrator and alternate administrator found at 40 TAC §97.259.
The OASIS Reporting computer based training (CBT) is recommended for home health administrators but does not result in credit hours for home health administrators or Continuing Education hours for Clinical Staff.
New and established home health agencies are strongly encouraged to attend OASIS training and take the OASIS Reporting CBT to learn about compliance with the OASIS Conditions of Participation and where to find CMS OASIS references and resources.
This training will provide clarification of licensing rules and contract requirements regarding accepting individuals with complex needs for services in the following 1915(c) Medicaid waiver programs:
- Consolidated Waiver Program
- Community Based Alternatives
- Deaf-Blind with Multiple Disabilities
- Community Living Assistance and Support Services
This training is required for newly contracted CLASS case management agencies and direct service agencies. It is intended to provide basic job skills information. This training is also for new staff of current CLASS provider agencies. Presenters will be DADS employees.
This training is mandatory for:
- applicants who want to contract with DADS to provide financial management services as a Consumer Directed Services Agency (CDSA) provider; and
- current CDSA providers who want to amend their contract as a CDSA to provide services to individuals in any additional program or programs, including the Home and Community-based Services and Texas Home Living programs.
