Mortality Report: Deaths of Individuals Residing in Licensed Texas Nursing Facilities and Intermediate Care Facilities in 2011 identifies patterns and trends of mortality among individuals who had resided in licensed Texas nursing facilities or intermediate care facilities for persons with intellectual or developmental disabilities or related conditions in 2011. Nursing Facility Quality Review 2012 reports on the quality of services provided to nursing facility residents across the state. The report includes data obtained through assessments of resident satisfaction with their quality of life and onsite reviews of quality of care. The report is used to benchmark the quality of nursing facility services, trend progress in quality improvement and inform the state's interventions to improve long-term care services and clinical outcomes. Long-Term Services and Supports Quality Review 2012 reports on individuals' experiences with long-term services and supports (LTSS) administered by the state. The report also includes data about quality of life, which encompasses aspects of a person's life that are not necessarily related to the direct delivery of services or supports (e.g., whether a person has relationships or friends), but helps with understanding how people feel about their quality of life. State Support Living Centers Long Range Planning Report for Fiscal Years 2010-2012 contains information and recommendations regarding the most efficient long-term use and management of state supported living centers operated by DADS. Volunteer-Supported Decision-Making for People with Cognitive Impairments A Report on the San Angelo Alternatives to Guardianship Project contains the evaluation of a pilot program to offer an alternative to guardianship for people with an intellectual or developmental disability (IDD) who live in a community setting and for people with other cognitive disabilities who also live in a community setting that does not impede self-determination and helps maintain person-directed lives. Report on Culture Change at Brenham State Supported Living Center contains an evaluation of a pilot program to implement the culture change model of care at a state supported living center. The Brenham facility was chosen based on the physical characteristics of the campus, staff size, turnover rate of staff, residents' level of need and disability, number of confirmed abuse allegations, frequency of the use of restraints, opportunity for community involvement and leadership of the center. Senate Bill 222 Medicaid Nursing Facility and Home and Community Based Services contains recommendations to expedite access to home and community-based services. The findings result from analysis of program data, key agency staff input, research literature and experiences in other states. The report contains data on the demographic and economic characteristics of persons receiving Medicaid long term services and supports as well as their care needs, and describes the process of becoming eligible for various programs. Texas Lifespan Respite Care Program Report to the Legislature includes an evaluation of the effect of the Texas Lifespan Respite Care Program on: (1) access to respite services by primary caregivers of persons with chronic serious health conditions or disabilities; and (2) Medicaid expenditures for long-term services provided in institutional care settings. Reports from other health and human services agencies

Consumer Direction Workgroup Biennial Report to the Texas Legislature provides information to the Texas Legislature as required by Government Code Section 531.052(g). The Consumer Direction Workgroup (CDW) is established by Texas Government Code, Section 531.052, to advise the Health and Human Services Commission (HHSC) about the delivery of services through consumer direction in all programs offering long-term services and support. (Published September 2012)

House Bill 1454 Report: Volunteer-supported Decision-making Advocate Pilot Program outlines a volunteer-supported decision-making advocate pilot program for people with intellectual and developmental disabilities and for persons with other cognitive disabilities who in in the community. The goal is to offer an alternative to guardianship without impeding self-determination and to maintain person-directed lives. [Published December 2010]

Consumer Direction Workgroup — Biennial Report to the Texas Legislature is prepared by the public members of the workgroup. It summarizes the guidance and recommendations provided to HHSC and the Department of Aging and Disability Services and gives recommendations for improving and expanding consumer direction in Texas long-term services and supports programs.
