Ken Owens, General Counsel
Ken Owens was named General Counsel for the Texas Department of Aging and Disability Services (DADS) in June 2006. Before assuming this position, he served as managing attorney for the DADS Enforcement Unit where he was responsible for providing legal counsel and direct representation in enforcement of all regulatory and contract adverse actions. The Enforcement Unit also provides legal consultation and representation to DADS guardianship program.
Owens also has held the positions of managing attorney for Administrative Services at DADS, and the supervising attorney for Contracts at the Texas Department of Human Services.
He received his bachelor's and doctor of jurisprudence degrees from the University of Houston and has been licensed to practice law since 1984. Owens is board-certified in Administrative Law by the Texas Board of Legal Specialization, and is a graduate of the Governor's Executive Development Program.
