PURPOSE

• To provide staff with a method of providing a Personal Identification Number (PIN) for cardholders who have a barrier to self-selecting a PIN via the Automated Voice Response (AVR) unit.
• To provide the EBT vendor with a method of providing a PIN for cardholders who have a barrier to self-selecting a PIN via the AVR.

PROCEDURE

When to Issue

Follow the local office security procedures for issuing PIN packets.

The local office EBT clerk issues a PIN packet when a cardholder has a barrier to self-selecting a PIN via the AVR.

When issuing a PIN packet, the local office EBT clerk

• logs the PIN Control Number (PCN) on Form H1173, EBT Card Issuance and PIN Self-selection/Issuance Log, and
• requests the cardholder's signature on Form H1173 to verify receipt of the PIN packet.

Local office staff instructs the cardholder regarding PIN security.

Based on the local office security procedures, the EBT clerk may mail a PIN packet in certain situations. Designated staff ensures that the PIN packet is mailed separately from the Lone Star Card and on separate days. The EBT clerk logs the PCN and this information on Form H1173.
