Historically Underutilized Businesses

The Texas Department of Aging and Disability Services (DADS) is committed to increasing contracting opportunities for Historically Underutilized Businesses. Out of that commitment, a program has been established to enhance the ability of HUBs to

  • compete for DADS contracts
  • increase the department's awareness of such businesses
  • ensure meaningful HUB participation in the procurement process

State HUB Certification Program

The Texas Comptroller of Public Accounts (CPA) administers and maintains the state's HUB certification program. To be eligible for certification, businesses must be at least 51 percent owned, controlled and actively managed by one or more individuals who have been historically underutilized because of their identification as members of certain groups. These groups include:

  • Black Americans
  • Hispanic Americans
  • Asian Pacific Americans
  • Native Americans
  • American women

Vendors seeking HUB certification are required to complete the State of Texas Application for Certification as a Historically Underutilized Business. For more information, visit the CPA website.
