Solicitation of Proposals for Guardianship Contract Providers

The State of Texas, by and through the Texas Health and Human Services Commission (HHSC), seeks responses from eligible respondents to be considered for participation in providing guardianship contract services in accordance with the specifications contained in this Request for Proposals (RFP). Eligible respondents are guardianship programs in Texas as defined in Texas Government Code Title 2, Subtitle J, Chapter 111, Definitions, Subchapter A, Section 111.001(6).
The contract guardianship providers will provide services as permanent guardian of the person. A permanent guardianship gives the guardian limited or full authority over a ward, depending on the extent of the incapacity, for an indefinite term. DADS objective is to contract with one or more guardianship programs to continue the current contracting service areas and to potentially expand into previously unserved areas. The overarching objective of this procurement is to make referrals to contracted providers to deliver cost effective, legal, financial, and case management guardianship services to individuals who would otherwise be served by DADS Guardianship Services program.

The vendor conference was held on April 2, 2013, at 2:30 p.m. in Room 103-W of the John H. Winters Human Services Complex, 701 W. 51st St. Austin, Texas. Interested parties who could not attend in person had the option to participate by phone. The PowerPoint presentation used at the vendor conference and the questions submitted by attendees will be posted on the ESBD no later than April 11, 2013. Final submissions of the RFP are due to the HHSC point of contact no later than 2:00 p.m. on April 25, 2013.

Updated: Solicitation of Proposals for Money Follows the Person Employment Pilot Project

The State of Texas, by and through the Texas Health and Human Services Commission (HHSC), seeks responses from eligible respondents to be considered for participation in an Employment Pilot Project in accordance with the specifications contained in this Request for Proposals ("RFP"). Eligible respondents are Home and Community-based Services (HCS), Community Living Assistance and Support Services (CLASS), and Intermediate Care Facilities for Individuals with an Intellectual Disability or related conditions (ICF/IID) providers.
The Employment Pilot Project will support selected DADS providers to implement systems change within their agency, including "Employment First" policies and practices that improve employment outcomes for individuals served. The project will assist participants to shift their focus from facility-based and/or non-work services to employment services. DADS will provide funding to selected applicants who propose demonstrating new approaches and processes in their current business practices to move individuals into an integrated, competitive work environment.

Solicitation Number: RFP 539-3-78797 — Caregiver Training for Community Based Organizations Serving Caregivers
The Texas Health and Human Services Commission (HHSC) on behalf of the Department of Aging and Disability Services (DADS), seeks to contract with up to three service providers to organize and implement caregiver training. The proposed training should be evidence-based or have proven outcome indicators related to effectiveness. The training will be provided to community-based organizations serving caregivers and must provide participants with the information and skills they need to replicate and disseminate training to caregivers. The training should also promote ease of replication and dissemination to a large audience representing a broad geographic region. At least one training curriculum will be selected to serve caregivers of children with special needs, in accordance with the specifications contained in this Request for Proposals ("RFP").
